Nature of the Chamber:rnrnA province-wide, jointly established, non-profit social organization registered in accordance with the law.rnrnII. Guiding Principles, Purpose, and Philosophy:rnrn(A) Guiding Principles: Based on China's Belt and Road Initiative and the significant position of Indonesia's socio-economy in Southeast Asia, coordinate the healthy and orderly life and development of Chinese people and their enterprises in Central Java.rnrn(B) Purpose: "Unity, Communication, Development, Harmony, Progress" and "Serving members, fulfilling responsibilities to both countries, and taking social responsibility."rnrn(C) Philosophy: Establish through service, invigorate through activities, promote through public welfare, strengthen through culture, and operate through harmony.rnrnIII. Scope of Servicesrnrn(A) Promote policies and regulations on social organization management of both countries;rnrn(B) Undertake functions transferred from government departments and complete related tasks;rnrn(C) Organize chamber activities such as exchange gatherings, business training, business inspections, and project matchmaking;rnrn(D) Provide members with services including exchange, information, financing, rights protection, medical care, publicity, education, consulting, and talent;rnrn(E) Establish information platforms such as websites and WeChat official accounts;rnrn(F) Sustain the chamber through commercial activities and enhance its capacity for sustainable development.rnrnMembership Conditions and ProceduresrnrnI. The chamber consists of unit members and individual members.rnrn(A) Enterprises or institutions in Central Java whose legal representative or controlling shareholder is Chinese may apply for unit membership;rnrn(B) Chinese nationals working or living in Central Java may apply for individual membership.rnrnApplicants must understand and abide by the chamber's constitution and have legal responsibility capacity.rnrnMembership procedure: Submit an application form; review by the chamber secretariat; consult with the executive committee (composed of the President, Vice Presidents, Secretary General, Supervisory Board Chair, Chairman, and Treasurer) via meeting or correspondence; final approval by the President, followed by issuance of a membership plaque and certificate.rnrnMember Rights and ObligationsrnrnMembers have the following rights:rnrn(A) Right to elect, be elected, and vote;rnrn(B) Participate in chamber activities and enjoy chamber services;rnrn(C) Right to criticize and supervise chamber work.rnrnMembers fulfill the following obligations:rnrnAbide by the chamber constitution, implement chamber resolutions, fulfill chamber obligations, uphold the chamber's reputation, participate in chamber activities, and pay membership fees on time.rnrnMember Rights and ObligationsrnrnI. Fee Standards and Collection MethodsrnrnArticle 34: Fee Standards: President: 30 units/year; Vice President: 20 units/year; Secretary General: 20 units/year; Executive Committee Member: 10 units/year; Unit Member: 10 units/year; Individual Member: 1.2 units/year.rnrnII. Collection Methodsrnrn(A) Fees are collected annually. Those joining during a term shall pay fees according to the remaining period. Paying membership fees is a member's obligation, but the amount may be adjusted based on the member unit's or individual's circumstances;rnrn(B) Fees for subsequent years shall be paid before the second quarter. Payment status will be announced in the chamber's working group. Unpaid members will be considered automatically withdrawn from January 1 of the following year.rnrn(C) For members encountering temporary operational difficulties, upon submission of a report and approval, payment may be deferred without being considered automatic withdrawal.rnrnAsset Management and Usage PrinciplesrnrnI. Sources of chamber funds: Membership fees; donations; government subsidies; income from paid services; interest income; other lawful income.rnrnII. Fee standards and management methods shall be approved by the member representative assembly.rnrnIII. Chamber funds must be used for the business scope and development specified in the constitution (Note: normal chamber operations, staff salaries, and activities) and shall not be distributed among members.rnrnIV. The chamber shall employ qualified accounting personnel. The accountant shall not concurrently serve as cashier. The chamber shall establish a strict financial management system to ensure accounting information is legal, true, accurate, and complete.rnrnV. No unit or individual may embezzle, privately distribute, or misappropriate the chamber's assets. Asset management shall strictly comply with national financial management regulations and be subject to supervision by the member representative assembly.rnrnVI. Before the chamber's term change or replacement of the legal representative, a financial audit must be conducted by an accounting or audit firm.rnrnVII.
